Oregon agencies are continuing authorization to use a Request for Applications process to procure a range of contracted services. - Government buyer: Oregon Department of Human Services (ODHS), including its Office of Contracts and Procurement, in coordination with the Oregon Health Authority (OHA) and Oregon Home Care Commission (OHCC). - This is an informational notice about a special procurement method, not a request for proposals for a specific service contract. - The agencies may use RFAs to establish and maintain local, regional, or statewide provider networks, accept applications over extended periods, and qualify multiple providers. - Individual RFAs will be announced through OregonBuys and assessed against the requirements for each procurement. Oregon small-business vendors are to be included where possible. - Illustrative service areas from prior or potential RFAs include contracted attorneys, shelter, emergency feeding and bottled water, hygiene services, hospital-based intervention, disaster consulting, and lead-based-paint hazard remediation. These are examples, not a current order for those services. - The latest amendment estimates $12 million in additional spending and $22 million cumulatively under the special procurement. - No OEMs, commercial vendors, product models, part numbers, or product quantities are identified.

Description

This notice concerns a special procurement allowing the Oregon Department of Human Services, Oregon Health Authority, and Oregon Home Care Commission to continue using a Request for Applications (RFA) as an alternate solicitation method. The RFA process is intended to establish and maintain networks of service contractors and allow applications over an extended period. The notice is for information only and is not an opportunity to submit a proposal. The amendment covers January 1, 2027, through December 31, 2031, and states an estimated cost of $12,000,000 for that amendment period.
