Elevator Safety Subcode Inspection and Plan Review Services

The City of Orange Township seeks a qualified on-site provider to carry out elevator safety inspections and plan reviews under New Jersey’s UCC Elevator Safety Subcode. - Government buyer: City of Orange Township, Department of Planning & Economic Development, Building & Construction Division. - Services requested: Plan review and approval, elevator inspections during construction and renovation, code-compliance checks, violation notices and reporting, recordkeeping, and support for appeals or court proceedings when needed. - Staffing and coverage: At least five full-time, qualified New Jersey-licensed officials or inspectors; weekday on-site presence within the City; coverage for absences; and enough capacity to avoid inspection backlogs. Additional staff must be provided within two business days when requested. - Other notable requirements: Personnel must meet applicable licensing and qualification requirements and complete required background checks and clearances. The provider’s share of DCA-set inspection and plan-review fees may not exceed 50%; payments are monthly. - OEMs and vendors: No OEMs, product manufacturers, or vendors are named in the opportunity. No hardware or part-numbered products are requested.

Description

The City of Orange Township is requesting proposals for UCC Elevator Safety Subcode inspection and plan review services. The work includes administering the Elevator Subcode, conducting inspections and plan reviews, preparing reports, and related duties; the provider must supply at least five full-time licensed officials or inspectors and ensure sufficient coverage to prevent inspection backlogs. The initial contract term is January 1 through December 31, 2027, with an option for the City to extend it for an additional 12 months through December 31, 2028. Proposals are due November 10, 2026, at 10:00 AM.
