If it exceeds 15 years during the charter, it must be enrolled in its classification society’s Condition Assessment Program (CAP) and rated 2 or better. Cargo hoses must be liftable to manifolds on both sides of the vessel. - Cargo operations: Vessel must be capable of at-sea replenishment (CONSOL) within six months of award; the offer must include installation of two CONSOL stations. - Delivery and trade: Delivery is requested in the Gulf of Mexico; operating location and trade limits are worldwide. - OEMs and vendors: No commercial OEMs, vessel owners, or vendors are identified. The Defense Logistics Agency is named as the mission customer, not as a vendor.
