The California Energy Commission seeks a statewide administrator for its HOMES Pay for Performance residential rebate program. - Government buyer: State of California, California Energy Commission (CEC), also identified as the State Energy Resources Conservation and Development Commission; Contracts, Grants and Loans Office. The procurement portal categorizes the buyer under Energy Resources Conservation. - Procurement: One statewide implementer for the Inflation Reduction Act-funded HOMES Pay for Performance program, solicitation RFP-26-501. - OEMs and vendors: No product OEMs or named commercial vendors are specified. DOE funding and program rules are referenced; PNNL or a CEC-approved alternative may be used for address checks and rebate-reservation processing. Aggregators and Energy Contractors are program participants the implementer must recruit and support, not named suppliers. - Requested services: Program design and administration; Aggregator and Energy Contractor enrollment, training, oversight, and support; consumer outreach and protection; application and rebate processing; data management and reporting; low-income eligibility verification; project quality assurance and quality control (QA/QC); and energy-savings measurement and verification (M&V), including rebate calculations. - Funding: Up to $16.5 million for administrative services and $90,750,347 for rebates, subject to federal funding and approvals. The agreement example allows amendments for up to an additional $5 million in administrative services and $10 million in rebate funds. - Budgeted service deliverables: Enrollment milestone for three approved Aggregators; QA/QC for up to 14,000 projects; milestones for energy-savings realization rates reaching 80% and 90%; and a rebate-distribution milestone when $85 million has been paid. Additional unit-priced deliverables cover project certificates, low-income verifications, project-address checks, rebate-reservation reviews and application processing, post-installation desktop reviews, and virtual inspections. These additional unit-count estimates are listed as zero in the budget workbook. - Notable requirements: Demonstrated ability to process datasets larger than 10 terabytes securely; 12-month M&V; federal program compliance; consumer protection; and procedures to manage eligibility, fraud risks, and rebate calculations. Eligible upgrades include residential efficiency measures such as building-envelope improvements and electric appliances, including heat pumps. - Term: A multi-year agreement with an optional extension, contingent on CEC approval and the period of performance and availability of the DOE award. See the period-of-performance summary for the stated term details.
