This Navy justification supports an urgent sole-source modification to stabilize typhoon-damaged sections of the Glass Breakwater at Apra Harbor, Guam. - Buyer: Department of the Navy, NAVFAC Marianas, Naval Base Guam, ROICC Guam South. - Action: Sole-source modification to contract N62742-22-D-1314-N4019225F4003; this is a justification, not a request for competitive offers. - Work: Procure additional critical armor stone and place it to mitigate active breaches caused by Typhoon Sinlaku. - Urgency: The Navy cites risk of breakwater failure and resulting impacts to harbor access, military logistics, operations, and readiness. The incumbent contractor is already mobilized, and competing the immediate work would cause unacceptable delay. - Contractor identified in the attachment: Tutor Perini Corporation Nan Inc. A Joint Venture (TPC-NAN JV). Future permanent restoration phases are expected to be competed separately. - Value and timing: The modification is valued at $19,624,552 and is expected to last no more than one year; specific start and end dates are not stated. - Item details: No quantity, part number, or OEM is specified.
Description
Justification for other than full and open competition for a sole-source contract modification to Tutor Perini Corporation-Nan Inc. A Joint Venture (TPC-NAN JV). This action is for critical and immediate emergency waterfront stabilization repairs to the Glass Breakwater at Apra Harbor, Guam, to address damage sustained from Typhoon Sinlaku and prevent further deterioration of this critical infrastructure. The modification, valued at $19,624,552.00, covers the procurement and placement of additional armor stone. The statutory authority permitting this action is 10 U.S.C. § 3406(c) as implemented by FAR 16.507-6(b)(1); the agency's need for these services is of such unusual and compelling urgency that providing a fair opportunity would result in unacceptable delays.
