The National Park Service is conducting market research for shoreline stabilization construction at Boca Chita Key in Biscayne National Park. - Opportunity status: Sources Sought notice for planning a possible future procurement; this is not a formal solicitation or contract award. - Agency and location: National Park Service (NPS), Department of the Interior; work is at the northeast corner of Boca Chita Key, Biscayne National Park, Florida. - Anticipated work: Construct approximately 315 linear feet of rock revetment; dredge approximately 723 cubic yards within an area of about 3,900 square feet; place suitable on-site fill; install erosion and turbidity controls; and restore landscaping. The specifications also describe mobilization, site preparation, safety fencing, and tree/debris removal or protection as applicable. No imported fill is permitted. - Materials and estimated quantities: Approximately 900 cubic yards of 16–24-inch angular riprap and 130 cubic yards of No. 57 stone. Revetment includes geotextile and toe/scour protection; the specifications call for nominal 50-pound toe stone, but provide no quantity for toe stone or geotextile. - Planting quantities: 6 sea grape, 60 white mangrove, and 64 red mangrove plants; 11,694 square feet of seashore paspalum restoration (approximately 3,255 square feet sod and 8,438 square feet seed, as listed in the plant schedule). - Key requirements: The island is accessible only by water, so the contractor must arrange marine transport and logistics for workers, equipment, fuel, water, and materials. Work must protect historic resources, mangroves, seagrass, and public access; comply with permits; use turbidity controls and monitoring during in-water work; and provide a one-year rock-revetment warranty. No quantities are stated for several specification items, including fencing, barriers, and geotextile. - Respondents: The Sources Sought worksheet calls for small businesses registered under NAICS 237990 in the applicable socioeconomic categories. Complete the attached worksheet and email it to Contracting Officer Cole Johnson by 5:00 p.m. ET on November 5, 2026. - Pricing and schedule: No contract value, performance dates, duration, or option years are stated. Any value range below is an independent planning estimate, not an agency estimate.
