The Army is seeking environmental testing, engineering, and regulatory-compliance support for Pine Bluff Arsenal in Arkansas. - Government buyer: U.S. Department of the Army, through Army Contracting Command–Rock Island (W6QK ACC-RI), for Pine Bluff Arsenal (PBA); the CDRL attachments identify ASPG-PWV as the requiring office. - OEMs and vendors: No product manufacturers, OEMs, or contractor vendors are named. Arkansas-accredited laboratories and appropriately licensed Arkansas engineers and geologists are required. - Environmental monitoring and testing: Conduct annual ecological surveys and sampling of surface water, sediment or soil, and fish tissue; perform quarterly acute and chronic toxicity testing at four NPDES outfalls under permit AR0001678. Toxicity Identification Evaluations and Toxicity Reduction Evaluations may be required. - Groundwater and reporting: Prepare annual groundwater assessments for three RCRA permit sites and 12 corrective-action sites, using data from 111 monitoring wells; provide required detection-monitoring, corrective-action, and five-year trend reports. - Other requested services: Maintain PBA’s GIS database and maps; sample stormwater at three outfalls and provide laboratory analysis, reports, permit support, and SWPPP assistance; support SPCC, RCRA, Clean Air Act, Clean Water Act, and other regulatory work; and assist with mercury-related permit and rulemaking matters. - Restoration and wells: Investigate contaminant transport and flow in Phillips Creek and the Arkansas River; inspect and repair landfill leachate-system equipment annually as needed; abandon four domestic wells, one per year, with reports and certifications. - Notable requirements: Stormwater analysis must use a DEQ-certified laboratory. The work also calls for staff training, technical and regulatory support, and reporting deliverables. Construction stormwater and some evaluations are optional or as-needed. - Competition and set-aside: The opportunity is set aside for small businesses. No product quantities or part numbers are specified; the service quantities and recurring frequencies are described above.

Description

The services provided include surface water, sediment, and fish tissue sampling in streams and large river systems, as well as ambient sediment toxicity testing to determine the effectiveness of corrective measures. Acute and chronic whole effluent toxicity testing is conducted for four NPDES permitted outfalls, with the capability to perform Toxicity Identification Evaluation and Toxicity Reduction Evaluation if needed. Additionally, statistical analysis is compiled and conducted for three RCRA Detection monitoring groundwater assessment reports (covering three regulated units) and twelve RCRA Corrective Action Closure sites annually. Maintenance and updating of the PBA-specific Geographic Information System database is also included. The services encompass preparing industrial stormwater permit renewals, Stormwater Pollution Prevention Plans, and stormwater sampling for three outfalls, as well as preparation of Construction SWPPPs and permits. Compliance assistance is provided for SPCC Plan development and review, RCRA Permit development and review, and CAA permit review, renewal, and reporting. The services also support a change of the State of Arkansas Water Quality Standards, Rule 2, for mercury at an NPDES outfall, and assist with contaminant transport investigations in Phillips Creek and the Arkansas River.
