The Department of the Air Force is seeking advisory and professional support for its Housing, Enhanced Use Lease, Lodging, and Utilities privatization programs. - Government buyers: Department of the Air Force; Air Force Materiel Command (AFMC); Air Force Civil Engineering Center Installations Directorate (AFCEC/CI); and 772d Enterprise Sourcing Squadron Contract Support Flight (772 ESS/PKS), also identified as FA8903 772 ESS PK. Government personnel named in the materials include Linda L. Cavazos, Michael I. Grasso, and Mark Ingle. - Opportunity scope: One IDIQ contract supports four business areas: Housing Privatization (HP/MHPI), Enhanced Use Lease (EUL) and Value Based Transactions (VBT), Transient Housing Privatization Initiative (THPI), and Utilities Privatization (UP). Services include asset, acquisition, and portfolio management; technical inspections; real estate and financial analysis; housing oversight; utility resilience assessments; and related advisory and assistance services. Work may support Joint Base San Antonio–Lackland and Air Force installations in the United States and overseas. - Contract structure and value: The stated shared ceiling is $149 million, with task orders ranging from $3,000 to $25 million. The IDIQ has a five-year ordering period and an additional year for completion; annual task orders are anticipated for each of the four business areas. The ceiling is not a guaranteed order value. - Labor categories: Attorneys, financial analysts, insurance specialists, program and project managers, paralegals, real estate investment specialists, engineers, and technology/support staff, with senior, mid-level, and junior levels where specified. Requirements include applicable degrees, professional experience, bar membership, real estate or PE licenses, and relevant financial or project-management credentials. A compensation-model example for a senior attorney shows a fully burdened rate of $85.87 per hour. - Notable requirements: Proposals must address all four business areas. The work includes transition planning, CONUS and OCONUS travel as authorized, required data deliverables, and other direct costs where applicable. The solicitation highlights small-business participation and an adequate accounting system for cost-type work, and evaluates technical approach and past performance as important best-value factors. - Vendors and OEMs: No commercial vendors or product manufacturers are identified. No equipment or other product purchases, product part numbers, or product quantities are specified.
