Library of Congress extends four IT Life Cycle Support Services IDIQ contracts

The Library of Congress is extending four existing IT support contracts to maintain services while protests of replacement awards are under review. - Agency: Library of Congress, Office of the Chief Information Officer. - Action: Modifications to four existing multiple-award IT Life Cycle Support Services IDIQ contracts; this is an award notice, not a request for proposals. - Contractors and contract numbers: Accenture Federal Services LLC (LCLOC21D0002); Artemis Consulting (LCLOC21D0003); CGI Federal Inc. (LCLOC21D0004); and MILCOR Corp (LCLOC21D0005). - Services: IT operations and maintenance; voice and data networks; database support; communications, messaging, and collaboration platforms; systems monitoring; endpoint and datacenter management; cloud operations; operational support; independent verification and validation (IV&V); customer training; and software quality assurance and testing. - Reason for the extension: Avoid a service lapse while GAO reviews protests concerning replacement IT Operational Support Services IDIQ awards. The notice cites unusual and compelling urgency as the basis for limiting competition. - Products and quantities: No products, part numbers, or service-unit quantities are specified; the modification covers four contracts. - Timing: The attachment gives an extension period of October 30, 2026, through April 1, 2027, but also contains an inconsistent October 31 start-date reference. The initial notice summary gives April 30, 2027, as the end date, so the exact end date should be confirmed.

THIS IS NOT A REQUEST FOR PROPOSALS. This is a notification of the Library’s intent to modify existing multiple award IT Life Cycle Support Services IDIQ contracts to extend the period of performance from 10/30/2026 to 04/30/2027.

This notice is published in accordance with Federal Acquisition Regulation (FAR)5.203(a)) requiring the dissemination of information regarding proposed contract actions. This is a notice that the Library is awarding four modifications to extend the period of performance of existing multiple award IDIQ contracts, under the authority of 41 U.S.C. 6101(b)(2)(B); FAR 6.302-2 - There is unusual and compelling urgency that the Library of Congress (Library) would be seriously injured if competition is not limited.

The Library of Congress, Office of Chief Information Officer (OCIO) requires contractor support to provide to support the operation and maintenance of IT systems, network (voice/data) planning and support, database management systems planning and support, communications and messaging platforms support, collaboration platforms support, systems monitoring and management, endpoint device management, datacenter operations and infrastructure management, cloud operations and management, operational support, Independent Verification and Validation (IV&V) services, customer education and training, and software quality assurance and testing. Please see the attached Justification and Approval (J&A) for more information about the requirements.
