Evaluation, calibration, and possible repair of five ANV126A night-vision test sets

The U.S. Coast Guard Aviation Logistics Center needs service work on five night-vision test sets to restore and verify their readiness. - Government buyer: United States Coast Guard (USCG), Aviation Logistics Center (ALC). - Equipment: Five ANV126A Night Vision Device Test Sets, part number ANV126A-001, NSN 6625-01-498-4616. - OEM: Hoffman Engineering LLC (CAGE 06097), identified as the manufacturer and holder of the technical data needed for the work. - Required services: Evaluate and calibrate all five test sets. Use standards traceable to national or international standards, and provide a calibration certificate and identification decal for each unit. - If repairs are needed, provide a quotation and wait for written Contracting Officer authorization before starting. - Authorized repairs must restore equipment to OEM specifications and ready-for-issue condition. - Procurement context: The Coast Guard cites unavailable technical data and the uneconomical cost of obtaining data rights or developing specifications as the basis for seeking the OEM source. - Delivery: Required within 60 days after receipt of order.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Revolutionary FAR Overhaul (RFO) subpart 12.6 as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03827QE0000002 is issued as a Request for Quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO), initiated under Executive Order 14275: Restoring Common Sense to Federal Procurement. 

IAW FAR 6.302-1(a)(1), the United States Coast Guard (USCG). Aviation Logistics Center (ALC) plans to award one (1) purchase order and negotiate only with the Original Equipment Manufacturer (OEM), Hoffman Engineering LLC (CAGE Code 06097), as the only known sources of the required services. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.

The applicable North American Industry Classification System (NAICS) code is 811210. The small business size standard is $34 million in average annual receipts. This is an unrestricted requirement.

It is anticipated that a firm-fixed price purchase order will be awarded on a sole source basis as a result of this solicitation for the evaluation possibly leading to the repair of the following items:
