This VA contract modification provides a three-month bridge extension of non-emergency medical transportation for the Phoenix VA Healthcare System. - Action: The Department of Veterans Affairs, through VISN 22 and Network Contracting Office 22, is extending existing Contract 36C26226P1758. - Service: Door-to-door transportation for beneficiaries traveling to scheduled medical appointments, including scheduled, unscheduled, pre-arranged, and will-call trips; inpatient and Emergency Department discharges; and transportation to and from contracted nursing homes. - Period: November 1, 2026, through January 31, 2027. The prior contract period was scheduled to end October 31, 2026. - Value and rationale: The extension is valued at $198,485 and is justified as urgent and compelling to maintain service continuity while a competitively solicited long-term contract is awarded and begins performance. - Procurement status: This is an award/contract modification, not a new solicitation; quotes are not being requested.

Description

This is not a solicitation; no quotes are being requested, and none will be accepted.

Contract 36C26226P1758, which included FAR 52.217-8, Option to Extend Services, is set to expire on 10/31/2026. An interruption in essential medical transportation services would critically impede the VA’s ability to fulfill its statutory obligations under 38 USC 111A, disrupt continuity of healthcare operations, and potentially lead to regulatory noncompliance. Due to the urgent and compelling nature of this requirement, it is the best interest of the Government to extend services on the current contract, in accordance with FAR 52.217-8.

Non-Emergent Medical Transportation services are required by statute under 38 USC 111A. Services include pre-arranged, scheduled, unscheduled, and will call door-to-door service from beneficiary’s apartments and homes, and other areas designated by the Patient Travel Office (PTO) to get to and from scheduled medical appointments. It also includes discharges from PVAHCS inpatient wards, the Emergency Department, as well as transports to and from contracted nursing homes. This extension is needed to ensure regulatory compliance and continuity of mission critical services for up to 3 months, pending the award and performance start date of the competitively solicited long-term contract.
