Ellsworth AFB SIP Voice Modernization, ESIP Upgrade, and Legacy Voice Transition

The Department of the Air Force is seeking SIP voice infrastructure modernization and a managed transition from legacy telecommunications at Ellsworth Air Force Base. - Government buyer: Department of the Air Force; 28th Communications Squadron (28 CS), Ellsworth AFB; contracting office: 28th Contracting Squadron (28 CONS/PKA). - OEMs named: SecureLogix — existing VPS ESIP appliance, licenses, and warranty; Dell — compute servers covered by the warranty. - Products requested: 2 DoDIN APL-certified SBC/EBCs configured for 200 SIP sessions; 4 redundant power supplies; 2 leased edge routers; 2 managed 24-port PoE+ switches; 1 media gateway; 8 optical transceivers; 2 UPS units; 1 42U equipment cabinet; 1 patch-panel and structured-cabling package; and 2 one-year SecureLogix ESIP extended hardware warranties, part number ETM-CMP-ESIP-EW-R01. The warranty covers Dell servers 6HDL673 and 6HDM673. - Services requested: Install, configure, and test the local SIP trunk and hardware; integrate the existing SecureLogix VPS ESIP and migrate Air Force perpetual TDM licenses to SIP licenses; sustain 17 legacy circuits for approximately nine months; provide 4 hours of training; and plan and execute cutover, testing, and legacy-equipment removal. - Notable requirements: DoDIN APL-certified boundary hardware; integration with INOSC-E management and database servers; verified E911 routing and GETS priority access; zero unscheduled daytime downtime during cutover; and uninterrupted legacy service during the transition. - Performance period: 12 months from award or until upgrades, testing, cutovers, and legacy decommissioning are accepted. Phase I build-out is due within nine months; legacy service is sustained for approximately nine months.
