DeCA RFI for Zebra handheld fleet support and SOTI MobiControl services

The attached RFI describes DeCA’s need to support its worldwide Zebra handheld-terminal fleet and SOTI MobiControl environment. - Government buyer: Defense Commissary Agency (DeCA), identified in the attachment as part of the Department of War (DoW). The initial release also names the U.S. Department of the Army and W6QK ACC-APG Contracting Center; the attachment identifies DeCA as the organization whose fleet and systems the requirement supports. - OEMs: Zebra for the existing Android handheld-terminal fleet and SOTI for MobiControl mobile-device-management (MDM) software. - Core requirement: approximately 2,709 annual per-device SOTI MobiControl subscriptions for active Zebra handhelds, including software updates, maintenance releases, security patches, and the ability to add or remove devices. - Services include dedicated production and test environments; integration, device configuration and staging; worldwide distribution; warranty coordination and rapid replacement; 24/7/365 support; secure decommissioning; and cybersecurity, Risk Management Framework (RMF), and authorization-to-operate (ATO) support. - Optional technology refresh may include replacement handheld terminals, batteries, and charging docks. The attachment does not specify models, part numbers, or refresh quantities. - Notable requirements include support for CONUS and OCONUS locations, Section 508 conformance, DoD cybersecurity controls and hardening, DoD PKI/MFA integration, vulnerability and patch management, and secure data sanitization consistent with NIST SP 800-88.
