The Department of Veterans Affairs is gathering market information for a five-year Oracle retail cloud modernization serving the Veterans Canteen Service. - Government buyer: Department of Veterans Affairs (VA), Veterans Canteen Service (VCS); Technology Acquisition Center. - OEM: Oracle. Oracle is the named manufacturer; authorized Oracle distributors or resellers are asked to provide an OEM authorization letter. No reseller or distributor is named. - Requested solution: Oracle Retail Cloud Service subscriptions and migration of legacy retail merchandising and store inventory systems, supporting approximately 220 stores and at least 49,000 products. - Subscription scope includes merchandising, allocation, invoice matching, pricing, enterprise inventory, store operations, AI/data compute and storage, and integration. Optional services include retail insights, assortment planning, inventory planning, merchandise financial planning, and lifecycle pricing. - Core subscription quantities recur annually through a 12-month base period and four 12-month option periods. The line-item list below aggregates quantities across those periods; optional-task quantities are identified separately and depend on whether the options are exercised. - Notable requirements include Oracle-managed development, test/UAT, and production environments; hosting, maintenance, technical support, continuity and disaster recovery; SOCS Mobile entitlement; usable export of government data and configurations; VA security, accessibility, reporting, and ATO support. FedRAMP authorization is waived. - This is an RFI for market research, not a solicitation or award. The VA requests capability information, feedback on the requirements, relevant experience, and rough-order-of-magnitude pricing. The opportunity is described as a certified SDVOSB set-aside.
