El Paso Police Department Drug Testing and Alcohol Screening Services

The City of El Paso is seeking an on-call provider for drug testing and alcohol screening, primarily for Police Department personnel. - Buyer and scope - City of El Paso Purchasing & Strategic Sourcing Department; services are primarily for the El Paso Police Department. - The City expects one provider to cover all listed testing services, ordered as needed. - Requested services and estimated quantities - 490 five-panel drug tests. - 4 each of ten-panel drug tests, anabolic steroid tests, alcohol tests, and hair follicle tests. - The listed quantities are estimates; other testing methods and circumstances may apply under the Police Department policy. - Testing requirements - Random testing uses a five-panel screen for marijuana, cocaine, opiates, amphetamines, and phencyclidine. Reasonable-suspicion and post-firearm-discharge testing may include ten-panel, anabolic steroid, and alcohol testing; post-accident testing includes five-panel testing. - Depending on the circumstances, testing may use urine, blood, hair, or breath samples. Collection and handling require appropriate chain of custody, and positive initial screens require confirmation. - The contractor must be a qualified independent firm or laboratory. Vendor personnel involved in testing are subject to background-screening requirements. - Contract term: Three years initially, with two additional option years.
