Estimated throughput is 75–100 batteries annually, and the FAA may direct purchases of new batteries. - Required equipment: UltraLife UCH0057 / BTC-70844 smart charger, SupplyNet SN-D2400 discharger, Bren-Tronics BTR70791-2 battery health meter, and a digital multimeter. - Services: Secure, environmentally controlled CONUS storage; battery conditioning, screening, verification, and maintenance; directed procurement; and shipping to CONUS and OCONUS FAA destinations. - Notable requirements: Batteries must undergo at least three full charge/discharge cycles for conditioning and screening. Contractors must verify state of charge, section imbalance, and voltage; discharge each section to 30% state of charge before shipment; and perform a charge/discharge maintenance cycle every six months for batteries held longer than six months. Storage and handling must meet UN 3480/UN 3481 Class 9 requirements. Priority shipping windows are within 24 hours for P-1, 48 hours for P-2, and 30 calendar days for P-5 orders after receipt of order. - RFI purpose: The FAA seeks vendor capabilities, relevant experience, past performance, and proposed execution approaches to inform its acquisition strategy and possible small-business set-asides.
