The City of Salinas is seeking an audit consultant to review local hotel and motel Transient Occupancy Tax and Tourism Improvement District reporting.

Description

The City of Salinas seeks proposals from qualified consultants to audit transient occupancy tax (TOT) and Tourism Improvement District (TID) reports for all 33 hotels and motels within the City. The work includes reviewing applicable City ordinances, reporting and collection procedures, and the TID Management District Plan; verifying report accuracy and timeliness for fiscal years 2024, 2025, and 2026; and testing reported revenues, transactions, internal controls, and claimed exemptions. The consultant must provide recommendations to improve collections and submit draft and final audit reports according to the RFP’s delivery schedule. Proposals must be submitted electronically through PlanetBids by December 4, 2026 at 5:00 p.m.
