WSSC Water is gathering industry input on a potential contractor-operated program to blend biosolids into marketable beneficial-reuse products. - Government buyer: Washington Suburban Sanitary Commission (WSSC Water), Procurement Office. - Opportunity: RFI 121592 is market research only; no formal procurement or commitment to buy is currently in place. - OEMs and vendors: No commercial OEMs, vendors, or contractors are named. WSSC Water and its Piscataway and Potomac facilities are identified as the buyer and material sources, not product manufacturers. - Materials and scale: The concept would use approximately 60,000 wet tons per year of Class A biosolids (Bioenergy Cake) from the Piscataway Bioenergy Facility, potentially blended with up to 40,000 wet tons per year of water treatment residuals (WTR) from the Potomac Water Filtration Plant, plus sand, wood fines, or other feedstocks. These are estimated annual material flows, not purchase quantities. - Requested capabilities: Respondents are asked to describe permitted site availability, facility operations and staffing, blending and product-development methods, hauling of source materials and finished products, product sales and distribution, and experience with similar programs. - Notable requirements and considerations: Proposed products should address PFAS requirements and support reliable, sustainable beneficial-reuse markets beyond traditional land application. Responses should also discuss permitting, implementation, risks, allocation of responsibilities, nonbinding cost assumptions, potential revenue sharing, WSSC Water investment, and recommended project delivery or partnership structures. - Contracting and term: No contract or period of performance is established. The potential contractor is anticipated to provide the site and operational resources and may also handle hauling, sales, and distribution; respondents are asked to recommend minimum and preferred contract terms. - Products and part numbers: No finished products, commercial models, part numbers, or fixed service quantities are specified.
Description
WSSC Water is conducting market research on ways to reduce biosolids operating costs and establish a reliable, sustainable beneficial-reuse pathway. It seeks industry information on blending biosolids from its Piscataway Bioenergy Facility with feedstocks such as water treatment residuals, sand, and wood fines to improve product quality and value, including approaches to meet PFAS requirements and develop broader markets. Respondents are also asked about permitted land for blending and product development, operational and hauling capabilities, costs, revenue sharing, experience, and potential project delivery methods. Responses are white papers in Adobe PDF format, limited to 20 pages; this RFI is for market research only, and no solicitation package is currently available.
