Description

The U.S. Environmental Protection Agency proposes amendments to the New Source Performance Standards and Emission Guidelines for the Crude Oil and Natural Gas Source Category, addressing concerns about amendments finalized in March 2024. The proposal would rescind the Super Emitter Program, revise subcategories and requirements affecting well sites and designated facilities, and change provisions related to liquids unloading, process controllers, pumps, fugitive emissions, storage vessels, control devices, gas plant equipment leaks, and associated gas. It also proposes technical corrections and clarifications, and would allow optical gas imaging surveys under Appendix K at gas processing facilities. Comments are due December 16, 2026.
