Missouri is seeking a hosted electronic system and services to manage Renewable Energy Credits for state renewable-energy compliance. - Government buyer: State of Missouri, Office of Administration, Division of Purchasing, issuing the solicitation for the Missouri Public Service Commission; the Office of Public Counsel will also have system access. - OEMs and vendors: No OEM, product brand, or bidding vendor is named. The system must support REC tracking and transfers from the North American Renewables Registry. - Requested service: Implement, host, and operate a web-based Renewable Energy Credit (REC) management system for Missouri Renewable Energy Standard compliance. No product quantities or part numbers are specified. - Support REC origination, certification, tracking, transfer, import/export, aggregation, and retirement, plus small-generator reporting, environmental-attribute tracking, configurable public disclosure, and reporting. - Include system maintenance and upgrades, account administration, backup and disaster recovery, a 24/7 help line and maintenance, and at least two virtual training sessions with manuals. - Notable requirements: 98% operational uptime; data hosting and access within the United States; nightly data extraction; and integration with the North American Renewables Registry. - Fees: Investor-owned utility users pay subscription and per-REC fees; the state is not responsible for payment. - Performance term: One initial year, with up to two additional renewal periods of two years each, or portions thereof. Implementation is desired within 30 days after notice to proceed or on a date set by the Commission.
