NASA is exploring whether to compete a 12-month pilot for satellite-based cloud-seeding detection and algorithm support. - Agency and location: NASA Shared Services Center (NASA/NSSC), with work performed at NASA Goddard Space Flight Center (GSFC). - Requirement: Cloud and Precipitation Algorithm Support for a pilot investigating cloud-seeding detectability using satellite cloud and precipitation datasets. - Provide local computing resources with direct access to multi-satellite data repositories, including geostationary (GEO) and low-Earth-orbit (LEO) imagery and precipitation products, plus relevant ancillary data. - Support implementation and processing of GEO geophysical retrieval algorithms. - Develop and process custom statistical aggregations over the continental United States (CONUS) and known cloud-seeding locations. - Provide high-resolution imagery for L1B and L2 cloud and precipitation datasets designed for NASA Worldview. - Procurement approach: NASA states it intends to award a sole-source contract to the University of Wisconsin System, identified in the notice as the sole provider. The notice is a request for capability statements so NASA can assess whether competition is warranted; it is not a request for quotations. - Response details: Written capability statements and qualifications are requested. Oral responses are not accepted. The initial notice says submissions must reference the notice ID; the ID is not provided in the supplied text. - Classification: Non-commercial services; NAICS 611310. - Quantities and parts: No equipment quantities, products, or part numbers are specified.
