The U.S. Navy is seeking a one-year renewal of Hirsch/Velocity software services for Navy Region Northwest’s intrusion detection and alarm system. - Government buyer: Department of the Navy, NAVSUP Fleet Logistics Center Puget Sound (also identified as NAVSUP Fleet Logistics Centers / Fleet & Industrial Supply Center Puget Sound), supporting Navy Region Northwest. - OEMs named: Hirsch Secure and Identiv, Inc. The requirement concerns the Hirsch/Velocity (HVEL) system. - What is being requested: Annual software licenses and a Software Service Agreement renewal for the existing Hirsch/Velocity version 3.X system. No product part numbers are provided. - Service scope: License keys, technical and engineering support, proprietary Consolidated Aided Dispatch (CAD) integration with COBOL, code writing and updates, and software and cybersecurity patches. The stated service quantities include 4 travel flat rates per year, 4 maintenance visits per year, and 2 one-year service-level-agreement items; the agreement itself is listed as quantity 1. - Coverage and delivery: Support applies to Naval Station Everett, Naval Air Station Whidbey Island, Naval Magazine Indian Island, and Naval Base Kitsap, including Bangor and Bremerton. The scope includes four quarterly, three-day onsite visits, remote support, system/database/log/performance reviews, backup coordination, and trip reports. - Notable requirement: The Navy identifies the renewal as sole source because the software and support are proprietary and compatible with the installed system. Continued support is needed to maintain operation and the system’s Authority to Operate, including remediation of operational issues and security vulnerabilities. - Competition context: Other companies may provide information about their capabilities, but the notice describes the requirement as sole source. No contract value is provided.
