Fire-door inspection, repair, and replacement services at four Albuquerque Area IHS healthcare facilities

The Albuquerque Area Indian Health Service is seeking fire-door inspection and corrective work at four New Mexico healthcare facilities. - Buyer: Department of Health and Human Services, Albuquerque Area Indian Health Service (AAIHS), Division of Contracts and Grants Management, Office of Environmental Health and Engineering. - Requested work: Inspect, assess, test, repair, adjust, and where needed replace fire-door assemblies at Albuquerque Indian Health Center (21 assemblies), Mescalero Indian Health Center (14), Santa Fe Indian Health Center (18), and Taos-Picuris Indian Health Center (11)—64 assemblies total. - Required outcomes: Government-approved repairs or replacements and passing inspection reports documenting compliance with NFPA 80 and NFPA 101. Work includes doors, frames, hardware, closers, latches/locks, panic hardware, hinges, seals/gaskets, and louvers/grilles, plus installation, inspection, and labeling. - Notable requirements: Complete the work and deliverables within 90 days after award; coordinate work in occupied healthcare facilities, observe hazardous-material precautions, and use qualified inspectors. A single award is anticipated under a total small-business set-aside. - Named organizations and products in the attachments: DH Pace Compliance Services performed a referenced fire-door inspection; Federal Occupational Health conducted referenced environmental surveys; a Niton XRF Spectrum Analyzer was used in referenced lead inspections. These are not identified as required vendors or products for the current fire-door solicitation. No fire-door OEM, required brand, part number, or product quantity is specified. - Other attachment context: The attachments also contain older lead-paint and asbestos survey inventories, including estimated abatement costs. Those inventories and estimates are not identified as requested line items for this fire-door procurement.

Description

The Indian Health Service (IHS), the Albuquerque Area Indian Health Service (AAIHS) has a requirement for fire door inspection and repairs.  

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation # 75H70727Q00003 is issued as a Request for Quotes (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2026-01.

The associated North American Industrial Classification System (NAICS) code for this procurement is 561210.

Set-Aside:

This is a Total Small Business set-aside.

SAM Requirement - This solicitation requires registration with the sam.gov prior to award, pursuant to applicable regulations and guidelines. Registration can be found at https://www.sam.gov. Vendor must have an active UEI number.

Invoicing – Invoices submitted under an award resulting from this solicitation will be required to utilize the Invoice Processing Platform (IPP) in accordance with HHSAR 352.232-71, Electronic Submission and Processing of Payments Requests (APR 2026).

Payment – All payments by the Government under an award shall be made by electronic funds transfer (EFT), per FAR 52.232.33 (OCT 2018).

Quote Submission

All responsible offerors that respond to this solicitation must submit their quotes by November 23, 2026, by 3:00 PM MS (1:00 PM EST). Quotes shall be sent preferably by email to: Stephanie.Begay3@ihs.gov. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive.

Questions Submission: Interested Offerors must submit questions concerning this solicitation by Friday, November 13, 2026, at 12 PM MS to Stephanie.Begay3@ihs.gov.            

Site visits must be completed by Thursday, November 19, 2026, at 12 PM MS.

Questions and requests for site visits not received within a reasonable time prior to close of the solicitation will not be considered.
