GIEMS is seeking proposals for four work packages supporting a FEL-1 feasibility study of a potential nuclear research reactor at the University of Saskatchewan’s Saskatoon campus. - Buyer and opportunity - Buyer: Global Institute for Energy, Minerals and Society Inc. (GIEMS), listed under Advanced Education. - The study will assess whether the concept is ready to advance to FEL-2; no reactor site has been selected. - The opportunity includes four independent work packages: specialized technical expertise (RFP-A), Indigenous engagement and environmental and societal assessment (RFP-B), business and economic assessment (RFP-C), and research, testing and training assessment (RFP-D). - OEMs and vendors - No reactor OEMs, manufacturers, or other vendors are named in the provided materials. - The University of Saskatchewan is the campus location for the study; GIEMS coordinates the study and workstream integration. - Requested services - RFP-A: assess reactor technology and configuration options, siting, infrastructure and campus integration, environmental considerations, regulatory and licensing pathways, safety, security and safeguards, emergency preparedness, fuel supply, spent fuel and radioactive-waste management, implementation needs, and technical risks and enabling conditions. - Develop a standardized framework for cost and schedule inputs, then validate and integrate inputs from the study workstreams into a FEL-1 Class D cost estimate and high-level project schedule. - RFP-A deliverables include assessments, matrices and registers, risk and issue inputs, an integration register, and supporting editable files. The estimate is expected to have 30% accuracy, subject to documented assumptions and limitations. - RFP-B, RFP-C and RFP-D address Indigenous engagement and environmental and societal assessment; business and economic assessment; and research, testing and training assessment, respectively. - Notable requirements and value - RFP-A has an upset limit of CAD $200,000, inclusive of fees, disbursements and applicable taxes. - Site visits to the University of Saskatchewan’s Saskatoon campus are required, along with participation in GIEMS-coordinated project integration activities. - The work is expected to be completed in approximately two months after commencement; the RFP-A cost and schedule input framework is due within five business days of commencement. - The RFP-A price must include associated travel and mobilization expenses. Proposals must remain valid for at least 120 days after the submission deadline.
