GIEMS is seeking an Indigenous-owned or Indigenous-partnered consulting firm to support the Indigenous engagement and preliminary assessment workstream for a potential nuclear research reactor feasibility study. - Buyer and project - Procuring organization: Global Institute for Energy, Minerals and Society Inc. (GIEMS). - The work supports a FEL-1 feasibility study for a potential reactor at the University of Saskatchewan’s Saskatoon campus; no specific reactor site has been selected. - Requested services - Identify and map Indigenous communities, rightsholders, and other stakeholders; plan and conduct engagement; and document engagement findings and perspectives. - Conduct a preliminary assessment of land use, water, air, siting constraints, cumulative effects, Indigenous-identified environmental values, and community, workforce, and socio-cultural considerations. - Identify risks, constraints, information gaps, and future engagement and assessment needs; provide applicable Class D cost estimate and high-level schedule inputs. - Deliverables include an engagement approach and stakeholder/rightsholder map, assessment materials and registers, engagement records, recommendations, and risk and issue inputs. - Notable requirements - The proponent must meet GIEMS’s Indigenous ownership or substantive Indigenous-business partnership requirement and demonstrate relevant engagement, environmental assessment, and regulated-project experience. - Work is expected to rely mainly on existing information and engagement; field investigations, sampling, and testing are not anticipated. - The assessment is for early feasibility and does not replace statutory Crown consultation, a formal environmental assessment, or regulatory approvals. - The budget is capped at CAD 100,000, inclusive of fees, disbursements, and applicable taxes. - Wider study context - The overall feasibility study also has separate work packages for specialized technical expertise, business and economic assessment, and research, testing, and training assessment. This opportunity is the Indigenous engagement, environmental, and societal assessment work package. - OEMs and vendors - No product OEMs or service-provider vendors are identified. GIEMS is the buyer; the University of Saskatchewan is the proposed project location, not a vendor.
