The City of Philadelphia’s Free Library is seeking one provider for seasonal snow and ice removal at 11 Region 5 library locations. - Government buyer: City of Philadelphia; Free Library of Philadelphia (FLP), Division of Property Management. - OEMs and vendors: No OEMs, manufacturers, or commercial vendors are named in the solicitation. - Services requested: Snow clearance, de-icing, ordered pre-treatment, parking-lot plowing at applicable sites, emergency ice response, and authorized snow hauling or other storm-related labor. - Coverage includes sidewalks, entrances, steps, ramps, accessible routes, book-drop access, emergency exits, and applicable parking lots. - The 11 sites are Logan, Wyoming, Nicetown-Tioga, Widener, Lillian Marrero (Lehigh Avenue), McPherson Square, Kensington, Richmond, Fishtown Community, Ramonita G. de Rodriguez, and Cecil B. Moore. - Estimated seasonal quantities for price evaluation only: 4 clearance events for 2–6 inches of snow; 2 events for more than 6 inches; 15 de-icing applications per site; 4 pre-treatment applications per site; 5 parking-lot pushes per applicable Tier B/C site; and 40 emergency-labor hours. These estimates do not guarantee a minimum amount of work. - Notable requirements: Clear sidewalks within six hours after snowfall ends and routes before library opening; maintain accessible routes during storms; respond to ice call-outs within two hours; provide per-site event reports; and use non-damaging tools and suitable de-icers on historic masonry and sensitive surfaces. Work requires City authorization before it begins. - Contract term: One year, with winter services provided from November through March and up to three additional one-year renewals at the City’s discretion. Renewal price increases are tied to the Philadelphia CPI and capped at 4%.

Description

The City of Philadelphia Free Library is soliciting quotes for snow and ice removal services at all 11 Region 5 Mid & Lower North Philadelphia library sites. The work includes clearing sidewalks, entrances, steps, ramps, and applicable parking lots, plus de-icing and, when ordered, pre-treatment and emergency or other as-needed services. Services will be authorized on an as-needed basis during the winter service period of November 1 through March 31; a minimum quantity of work is not guaranteed. The contract term is one year, November 1, 2026 through October 31, 2027, with renewal options described in the specification.
