The City of Port Angeles is seeking engineering consultants for FEMA-funded storm-damage repairs to a boat launch and shoreline trail. - Government buyer: City of Port Angeles, Department of Public Works and Utilities. - OEMs and vendors: No commercial OEMs, vendors, or product brands are identified; this is a professional engineering services procurement. - Ediz Hook Boat Launch: Reassess storm damage and develop permitted, bid-ready repair designs with cost estimates at the 30%, 60%, and 90% phases. The goal is to restore two full strings of floats, consider options such as relocation, and reduce future storm and wave damage; one public outreach forum is required. - Olympic Discovery Trail Phase 2: Design repairs to restore shoreline armor and limit further erosion and trail-area damage. Services include permitting coordination, including USACE coordination for work below mean high tide, phased cost estimates, and bid-ready construction documents. - Grant and construction support: Coordinate with FEMA partners, hold monthly project update meetings, provide quarterly reporting, and support grant closeout. Construction administration may be added if needed; additional closeout support for other projects under the disaster declaration may also be requested. - Funding and schedule: FEMA disaster-recovery funding is identified under FEMA-4775-DR. The two repair projects are intended to proceed concurrently, with construction completed before the grant closeout period ends.
Description
The City of Port Angeles is seeking professional engineering services for repairs to the Ediz Hook Boat Launch and a section of the Olympic Discovery Trail, damaged during a January 2024 winter storm. The selected consultant or consultants will prepare bid-ready construction documents, provide typical 30/60/90 design services and cost estimates, and coordinate permitting and project or grant closeout. The scope also includes reassessing documented damage and considering measures to reduce future storm and wave damage; construction administration may be negotiated during construction bidding. FEMA funding applies, and the RFQ is intended to result in two professional service agreements.
