FEMA is researching a cloud-based supply chain management solution and support services for disaster logistics and response operations. - Government buyer: U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Logistics Management Directorate (LMD), Logistics Systems Division (LSD). - OEMs and vendors: No OEMs, vendors, or specific commercial products are named in the notice or attachment summaries. - Requested solution: A commercially available cloud-based SaaS Supply Chain Management System (SCMS), including recurring SaaS licensing and end-to-end transition, implementation, operations, maintenance, modernization, and support. No part numbers or product purchase quantities are specified. - Core capabilities: Disaster logistics ordering and procurement; inventory and warehouse management; transportation and carrier operations; shipment and asset visibility; field-site fulfillment and points of distribution; partner and vendor portals; procurement and ERP interfaces; reporting; and financial reconciliation. - Scale and security: Planning assumptions include up to 400 concurrent users and 5,000 shipment-dispatch and receipt transactions per day, with FEMA seeking information about a possible surge to 1,000 concurrent users. Requirements include FedRAMP authorization, PIV-enabled authentication, role-based access, encryption, audit logging, incident reporting, continuous monitoring, vulnerability management, and Section 508 accessibility. Cloud data must reside in the United States and its territories. - Services: Cloud and application administration; cybersecurity and security engineering; help desk and user support; upgrades, migration, and testing; transportation rate updates; warehouse-site implementation; training; reporting; and optional EDI/API onboarding, mobile device management, enhancements, and disaster surge support. - Notable operational needs: Support five solution environments, 24-hour help-desk coverage for full or partial outages, a training sandbox for at least 100 concurrent users, and optional disaster-response support at FEMA coordination and field locations. Description

FEMA’s Logistics Management Directorate, Logistics Systems Division, is conducting market research to identify commercially available cloud-based Software-as-a-Service (SaaS) solutions and associated services to transition, implement, operate, maintain, modernize, and support the FEMA Supply Chain Management System (SCMS).

The anticipated requirement supports disaster logistics operations, including order and inventory management; warehouse and transportation operations; asset and in-transit visibility; point-of-distribution support; supply-chain reporting; procurement and enterprise resource planning interfaces; and financial reconciliation. FEMA is seeking solutions capable of supporting routine operations and scalable disaster-response surge requirements.

The anticipated scope may include transition and implementation services, configuration and integration, recurring SaaS licensing, operations and maintenance, help desk and technical support, cybersecurity and system authorization support, continuity of operations, training, reporting, and optional surge capacity. FEMA anticipates a cloud-based solution or service model with approved system-to-system interfaces and applicable security, privacy, accessibility, and safeguarding requirements.
