Hosted VoIP phone system, Yealink equipment, and ongoing service for MCAG and partner agencies

MCAG is seeking a provider for a hosted VoIP phone system serving four Merced County public entities. - Government buyer: Merced County Association of Governments (MCAG), a California joint powers authority. The system will also serve the Transit Joint Powers Authority for Merced County (TJPAMC), Yosemite Area Regional Transportation System (YARTS), and Merced County Regional Waste Management Authority (MCRWMA). - OEM and named vendors: Yealink is the specified phone-equipment OEM, with equivalent products permitted. Valley TechLogic, Vast Networks, and GoTo Communication, Inc. are named as organizations the provider may need to coordinate with during transition and installation. - Equipment: 76 Yealink SIP-T74W or equivalent desk phones; 4 Yealink CP965 or equivalent conference phones, each with at least 2 wireless microphones; and 4 Yealink EXP55 or equivalent expansion modules. MCAG may optionally purchase up to 10 additional seats and SIP-T74W-equivalent phones. - Hosted service and quantities: 80 seats; 4 call-center manager users; 10 agent users; 10 call-recording services; 5 call queues; 21 additional local direct inward dial (DID) numbers; and porting of 9 existing numbers. - Service capabilities: Unlimited nationwide calling and toll-free minutes, web portal, voicemail to email, auto attendant, call routing and forwarding, directory and extension dialing, music on hold, call park, queue reporting, and call recordings retained for up to 90 days. - Notable requirements: Provider must assess the network and identify recommended upgrades and costs; configure, maintain, and administer the system; provide administrator and user training at no additional cost; describe failover and redundant connections; and deliver a transition plan designed to minimize disruption. Pricing should be all-inclusive with applicable taxes and fees identified. - Term: Three-year base term with up to three additional one-year extensions. The hosted service is recurring; no annual subscription pricing is specified in the notice.

Description

MCAG is seeking proposals from qualified and experienced firms to provide and maintain a hosted Voice over Internet Protocol (VoIP) phone system. The system will support the communication needs of the Merced County Association of Governments, the Transit Joint Powers Authority for Merced County, the Yosemite Area Regional Transportation System, and the Merced County Regional Waste Management Authority. Proposals are due electronically by November 25, 2026, at 12:00 p.m. PST, and must also be emailed to the procurement contact. A pre-proposal meeting and site visit is scheduled for November 6, 2026.
