NASA is seeking capability statements for a proposed sole-source study of residual stress in ultrasonically welded thermoplastic-composite coupons. - Agency and work location: NASA Shared Services Center (NASA/NSSC), for NASA Glenn Research Center. - Scope: Assess how material crystallinity affects residual stress and weld strength in single-lap-shear coupons. NASA will supply T1100/LM-PAEK and IM7/PEKK adherends and energy-director films in semi-crystalline and amorphous forms. - Work quantities: Develop the welding process using up to 12 welds; complete and document the first 36 welds; then perform up to 60 additional welds. Deliver samples to NASA or, as directed, the CHESS facility at Cornell University. - Project support: Attend weekly remote progress reviews and provide monthly reports documenting welding results, parameters, and observations, including weld energy, pressure, and cycle time. - Sole-source and response details: NASA identifies RTX Corporation as the intended sole-source provider and is requesting written capability statements to assess whether competition is appropriate. Quotes and oral responses will not be considered. Responses are due by 4:00 p.m. Central Standard Time on October 30, 2026, and must reference notice SATPC0043036.

Description

 SPECIAL NOTICE:

VENDORS MUST REFERENCE THE NOTICE ID WHEN SUBMITTING A CAPABILITY STATEMENT.

NASA/NSSC has a requirement for Assessment of Residual Stress in Ultrasonically Welded Single Lap Shear Coupons as a function of material crystallinity.

NASA/NSSC intends to issue a sole source contract to RTX CORPORATION 411 Silver LN

East Hartford, Connecticut 06118-1127 United States under the authority of FAR 12.102(a). It has been determined that RTX CORPORATION is the sole provider of Assessment of Residual Stress in Ultrasonically Welded Single Lap Shear Coupons as a function of material crystallinity.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Glenn Research Center (GRC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial.

The NAICS Code for this procurement is 541715.
