No sub-agency or office is specified. - OEMs and vendors: No software manufacturer, OEM, or bidder is named in the materials. - Products requested: Annual user-testing platform licenses for five named users, with training and test requests. One attachment specifies 360 included requests per year; another specifies 500 for the two firm years and 360 for optional years. The pricing summaries conflict, so the applicable quantities should be confirmed against the solicitation. - Additional requests: Optional pricing for 100 additional test requests in each contract year; these are evaluation quantities and do not commit CRA to purchase them. - Services: Moderated and unmoderated testing in English and French, participant recruitment and screening, testing results and recordings, annual training, ongoing guidance, technical support, account management, accessibility remediation planning, and secure data transfer and deletion. - Notable requirements: The participant pool must include at least 10,000 Canadian participants, with at least 100 each for English and French. Testing results, including scores, recordings, and transcripts, are due within five business days. The platform must meet accessibility, privacy, and security requirements, achieve 99.9% monthly availability, and support secure data export and deletion. Testing specifically with users of assistive reading and navigation technologies is outside the stated scope. - Period of performance: Two firm years, with up to five optional one-year extensions, for a potential seven-year term. Each annual license includes four hours of instructor-led virtual training. - Procurement-relevant conditions: This is a conditional Procurement Strategy for Indigenous Business set-aside. Award is based on the lowest-priced responsive bid meeting mandatory requirements.
Description
The Canada Revenue Agency seeks a single contractor to provide access to a user testing software platform for testing CRA content on Canada.ca with the Canadian public and selected audiences, including business owners and families with children. The work is intended to assess how easily users find information and complete tasks, identify navigation difficulties, and inform improvements; testing with users of assistive reading and navigation technologies is outside this requirement. The contract is estimated at 24 months, with up to five additional one-year extensions, and includes options to purchase additional test requests. This is a conditional Indigenous-business set-aside under PSIB; bids are submitted through Canada Post Corporation’s Connect service, and award is recommended to the responsive bid with the lowest evaluated price.
