The Department of the Treasury plans a sole-source 12-month license for LSEG’s SEDOL securities-reference data on behalf of OFR and FSOC. - Buyer and approach - Treasury Common Services Center (TCSC) Procurement is acting for the Office of Financial Research (OFR) and the Financial Stability Oversight Council (FSOC). - Treasury intends to award a sole-source purchase order to London Stock Exchange Group PLC (LSEG), citing LSEG’s exclusive rights to the required SEDOL Masterfile data. - This is a notice seeking information from other capable sources, not a solicitation. The Government may proceed with a sole-source award if responses do not identify a capable, more advantageous alternative. - Requirement - One license for the Stock Exchange Daily Official List (SEDOL) Masterfile, a dataset of unique securities identifiers. Quantity and part number are not specified. - OFR requires its own license even though it receives related DTCC National Securities Clearing Corporation (NSCC) ETF Portfolio Composition File (PCF) data under an existing memorandum of understanding. - OFR and FSOC use the data for the qFSI monitor and annual report. - Period and response information - Anticipated 12-month base period; no start date, end date, or option periods are stated. - Responses were due November 12, 2026. Interested sources were asked to provide company and contact details, business size, UEI, product information, availability through a government contract vehicle or the open market, and a capabilities statement of no more than five pages, including relevant customers. - DTCC is identified as the source of related data, not as the proposed contractor. - Value - No contract value is provided in the notice. Any range shown below is a rough market estimate, not a Government estimate or stated ceiling.
Description
Treasury Common Services Center (TCSC) Procurement, on behalf of The Office of Financial Research (OFR) and the Financial Stability Oversight Council (FSOC), intends to contract with London Stock Exchange Group PLC, 10 Paternoster Square London EC4M 7LS United Kingdom. There is no competitive vendor or regulatory agency that provides these datasets. London Stock Exchange (LSEG) has exclusive rights to the required Masterfile data.
On July 21, 2010, President Obama signed the Dodd-Frank Wall Street Reform and Consumer Protection Act (the "Dodd-Frank Act"), which created the Financial Stability Oversight Council (FSOC) and the Office of Financial Research (OFR).
The FSOC is charged with three primary purposes: to identify risks to the financial stability of the United States, to promote market discipline, and to respond to emerging threats to the stability of the U.S. financial system. The FSOC brings together the expertise of federal financial regulators, state regulators, and an insurance expert appointed by the President.
The mission of the OFR is to support the Financial Stability Oversight Council (“the Council”) in promoting financial stability by: collecting data on behalf of the Council; providing such data to the Council and member agencies; standardizing the types and formats of data reported and collected; performing applied research and essential long-term research; developing tools for risk measurement and monitoring; performing other related services; making the results of the activities of the OFR available to financial regulatory agencies; and assisting such member agencies in determining the types of formats of data authorized by Dodd-Frank Act to be collected by such member agencies.
Pursuant to its mandate, OFR has a Memorandum of Understanding with the Depository Trust and Clearing Corporation (DTCC) for DTCC National Securities Clearing Corporation (NSCC's) ETF PCF Portfolio Data, Historical Data, and Near-Time Supplemental File. This data is provided to OFR from DTCC, however the agreement requires OFR to maintain its own license with the London Stock Exchange Group (LSEG) for LSEG’s Stock Exchange Daily Official List (SEDOL) Masterfile®. The SEDOL Masterfile is a unique securities identifier specific to the London Stock Exchange.
The OFR and FSOC currently use the proposed contractor’s sole source product for the qFSI monitor and annual report content pursuant to its mission to deliver an annual assessment of the state of the U.S. financial system, as required by the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010.
NO SOLICITATION IS AVAILABLE. A request for more information or a copy of the solicitation will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted.
The period of performance for the purchase order is anticipated to be a twelve (12) month base period.
TCSC may consider information received no later than 10:00 a.m. EST on Thursday, November 12th, 2026, submitted electronically to TCSCAcquisitionOps@treasury.gov and Brittany.Coffman@treasury.gov, subject: “SS-OFR-27-003 London Stock Exchange- Attn: BCoffman/KZeigler”.
All responses must include sufficient evidence that clearly shows your company is capable of providing the content described in this notice.
