Jackson County Intermediate School District is seeking a contractor to maintain and operate a district-owned fiber network serving school districts in Jackson and Hillsdale counties. - Government buyer: Jackson County Intermediate School District (JCISD), Technology Services, on behalf of the Jackson County Schools Technology Consortium. - Network and scope: Ongoing maintenance and operations for approximately 180 miles of self-provisioned fiber-optic network connecting district locations to Jackson and Hillsdale ISD hubs. The network is not fully documented to splice level. - Services requested: Annual inspections and scheduled maintenance; planned-outage coordination; tree trimming and pest control; marker and handhole inspection and repair; 24/7/365 emergency outage response and fiber restoration; damaged-fiber and hanger repair or replacement; post-repair testing; utility coordination, including Miss Dig and NJUNS tickets; and service-level commitments with response and repair times. - Proposal and pricing requirements: Provide a maintenance plan, crew composition, labor rates, estimated materials costs, emergency response procedures, and testing methods such as OTDR and power-meter testing. Annual labor and material costs are capped at $150,000 without separate District approval. Three-year and five-year proposals will be considered. - Quantity reference: The Form 470 schedule lists 23 units of Category One Maintenance and Operations for 95 eligible entities. The current RFP does not specify a separate quantity for the fiber maintenance service. - Named manufacturers/examples: No brand is required by the current RFP. The earlier pricing worksheet referenced 3M Fibrlok or equivalent mechanical splice connectors and Chicago/Haven’s grips as examples; that worksheet is no longer among the current attachments. - Estimated value: At the stated annual cost cap, the three- to five-year term corresponds to approximately $450,000–$750,000, subject to scope and District approval.
