Cooking and meal services for U.S. Embassy Kuwait Marine Security Guards

The U.S. Embassy Kuwait is seeking a contractor to prepare and serve meals for Marine Security Guards at the Marine Security Guard Residence and Embassy Post 1. - Government buyer: U.S. Department of State, U.S. Embassy Kuwait, General Services Office, Procurement Office; Contracting Officer: Jennifer Bowmar. - Service requirement: Fixed-price cooking and food services for approximately 5–9 Marines at the residence and 1–2 at Post 1. Provide three meals daily Sunday through Thursday and prepare bulk meals for the weekend. - Contractor responsibilities: Supply labor, supervision, management, materials, and equipment; plan menus; prepare and serve meals; clean kitchen and dining areas; maintain food-safety and quality controls; and provide related reporting. The MSG Mess NCO purchases the food separately. - OEMs and vendors: No product manufacturers or service vendors are named. No OEM products or part-numbered products are requested. - Notable requirements: Subcontracting is not permitted. The procurement is evaluated on a lowest-priced, technically acceptable basis for a responsible offeror.

Subject: RFQ Number: 19KU2027Q0002- Providing Cooking Services at the Marine Security Guard Residence (MSGR) at the U.S. Embassy in Kuwait

Enclosed is a Request for Quotations (RFQ) for providing Cooking Services at the Marine Security Guard Residence (MSGR) at the U.S. Embassy in Kuwait. If you would like to submit a quotation, follow all solicitation instructions, and complete the required portions of the attached document.

A site visit has been scheduled for Novemmber 17, 2026, at 11:00 AM Kuwait local time. For more information, please refer to page 50. Interested contractors are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable.

The U.S. Government intends to award a contract/purchase order for one year with four one-year option to the responsible company submitting a technically acceptable offer at the lowest price. The Government intends to evaluate and award without discussion but reserves the right to conduct discussions in accordance with FAR 12.203 and 12.204 if determined to be in the Government’s best interest.

Note: Prospective offerors are strongly encouraged, though not required, to register in the System for Award Management (SAM) at https://www.sam.gov.

Offerors with an active SAM registration need only provide their Unique Entity Identifier (UEI) number and are not required to complete the information FAR 52.204-90 since relevant information is found in their SAM registration.

Offerors without an active SAM registration must complete FAR 52.204-90, Offeror Identification, in Section 5, Representations and Certifications. This information must be updated annually if option years are included in the solicitation or award.

Offerors are strongly encouraged to maintain an active SAM account

For a quotation to be considered, you must also complete and submit the following:

SF-1449 (12, 17a, 24, 30a, 30b and 30c) Section 1, Pricing Documents and/or information as required in Section 3 “Instructions to Offers” and/or in the solicitation Section 5, Representations and Certifications Proof of SAM Registration / Unique Entity ID, or if not SAM registered, complete FAR 52.204-90, Offeror Identification

Failure to follow these instructions will render the offer non-compliant and ineligible for further consideration
