The Department of the Navy’s NIWC Pacific is seeking a contractor to provide a climate-controlled portable restroom and recurring service for command-and-control facility support in Colorado Springs. - Government buyer: Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific); requiring office NP-53600 – C2 Technology & Experimentation, NIWCPAC. - Requirement: One portable restroom installation, rental, maintenance, and eventual removal at 2515 Aviation Way, Colorado Springs, Colorado. The unit is to be climate-controlled and flushing, with approximately 3–4 stations, separate women’s and men’s facilities, sinks, and an independent water supply. - Service and reporting: Service approximately twice weekly, including cleaning, pumping grey/black water, replenishing clean water, and restocking toilet paper, paper towels, and soap. Provide weekly maintenance records and monthly status reports; coordinate an initial meeting on delivery to confirm the maintenance schedule. - Line items: Installation (1, CLIN 0001); monthly maintenance for the one-year base period (12, CLIN 0002) and each of four 12-month option periods (12 per period, CLINs 0003–0006); removal (1, CLIN 0007); and weekly maintenance record (1, CLIN 0008). The PWS separately lists one restroom rental and maintenance service, and the CDRL describes monthly status reporting and maintenance-schedule reporting. - Timing and term: Five years total if all options are exercised: a one-year base period plus four option years. Installation is described as due within 14 business days in the PWS and no later than 15 days after award in the solicitation; removal is due within 30 days after the performance period ends. - OEMs and vendors: No OEMs, manufacturers, or vendors are named in the provided documents. - Notable procurement requirements: This is a 100% small-business set-aside. NIWC Pacific is seeking to procure portable restroom services for the 2515 Aviation Way location in support of the ongoing NIWC Pacific support of the command-and-control facility (C2F) in the Colorado Springs, CO area. This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This enclosure is an addendum to FAR provision 52.212-1, Instructions to Offerors Commercial Products and Commercial Services, which applies to this acquisition. Competitive quotes are being requested under Request for Quote (RFQ) Number N66001-27-Q-6008. The North American Industry Classification System (NAICS) code applicable to this acquisition is 562991, Septic Tank and Related Services, and the small business size standard is 9 (millions of dollars). The Product Service Code (PSC) is S222, Housekeeping- Waste Treatment/Storage. This procurement is a 100% Small Business Set-Aside. Only quotes submitted by Small Business Concerns will be accepted by the Government. Any quote that is submitted by a non-Small Business Concern will not be considered for award.
