The Indian Health Service is seeking construction to replace and expand the wastewater lift station serving the Rosebud Comprehensive Health Care Facility in South Dakota. - Government buyer: U.S. Department of Health and Human Services, Indian Health Service (IHS), with references to the Division of Engineering Services–Seattle, Office of Environmental Health and Engineering, Rosebud Service Unit, Great Plains Area, Division of Facilities Management, and Aberdeen Area Office. - Scope: Demolish and abandon existing lift-station structures and equipment; construct a new wet well/dry well or precast double-box lift station; install pumps, sewer and force-main piping, valves, controls, electrical and communications, ventilation, access and safety equipment; connect to existing infrastructure; and complete fencing, access, paving, grading, and restoration work. The new facility is intended to serve current demand and future expansion. - Named OEMs and products: Vaughan is specified for S3P submersible chopper pumps; the technical schedule calls for two pumps and describes a 125-gpm capacity, 15-hp motor, and 80-ft total dynamic head. Romac is identified for the Style DJ405 4-inch dismantling joint. The bid schedule permits approved-equal chopper pumps where applicable. - Other named organizations: Twin Rivers Testing & Environmental, LLC prepared the geotechnical report for LaCreek Development. These entities are identified in the report, not as lift-station equipment suppliers. - Notable technical requirements: Plans identify an 84-by-84-inch wet-well/dry-well arrangement, use of existing three-phase 480V, 60-Hz power, a motor control panel, and monitoring/control equipment. The technical specifications also describe SCADA monitoring and a magnetic flow meter. The geotechnical attachment covers a separate 12-unit solar tracker array and helical-pile foundation recommendations to 10-ft depth; a separate sanitation drawing attachment lists water/sewer service materials. - Delivery: Construction is to begin within 10 calendar days after notice to proceed and finish within 240 calendar days after notice to proceed. - Named products and schedule quantities are itemized below; some plan quantities are unspecified or differ across attachments.
Description
The existing lift station has been in place since the early 1990s. Since its creation the hospital anticipates increased expansion in the emergency department, added on Tribal programs (dialysis, detox, Tribal Health Administration Building), added on 19 more quarters units, and is anticipating adding an additional 23 quarters units. The existing pumps are facing replacement every 1-2 years due to the unanticipated growth, but due to the growth we need to consider increasing the capacity of the wet well. In addition to switching from standard submersible pumps to chopper pumps to accommodate the random objects that get flushed into the system. In July both pumps ended up failing and they had to not only replace the pumps but pay for sewage disposal to circumvent overflow.
A separate project is in the works to begin remediating/replacing damaged sewer mains due to inflow and infiltration.
This construction solicitation will require the full removal and replacement of the lift station for the Rosebud complex. The existing lift station provides wastewater service to the hospital quarters units, and several tribal program buildings. Once installation is complete the new lift station will take the full sanitary load for the area currently being serviced by the existing lift station and be sized to handle expansion in the future. Then the existing lift station consisting of the wet well, dry well, pumps and piping will be demolished. The new lift station will consist of a wet well, a dry well, installation of chopper pumps, and force main connection. This project will also include a new control system to allow the facility to monitor flow into the lift station and the status of the equipment.
