NASA Ames documents a fair-opportunity exception for AECOM’s water-infrastructure engineering and construction support at Ames Research Center and Moffett Field. - Action: Estimated $750,000 firm-fixed-price order; this is a justification for an exception to fair opportunity, not an open competitive solicitation. - Provider and role: AECOM is identified as the Engineer of Record and designer. - Work: Replace aging cast-iron domestic water piping at Moffett Field and selected Ames building segments; install cathodic protection; trench and restore surface elements; coordinate shutdowns and phased construction; and support system testing. - Project: Restore Reliability of Domestic Water Infrastructure, Phase 1 of 3. - Rationale for exception: Design continuity, schedule constraints, and reduced technical and operational risk. - Period of performance: Estimated at 365 days; specific start and end dates are not provided. - Products and quantities: No separately listed products, part numbers, or item quantities.
Description
This action is a firm-fixed price for provide engineering and construction support for the replacement of existing domestic water piping. The objective is to restore the reliability of the domestic water infrastructure, including trenching and replacement of surface elements, at Moffett Field and select building segments within the Ames Research Center (ARC). The Contractor, as the Engineer of Record and designer of the project, has extensive knowledge of the existing domestic water infrastructure at ARC and Moffett Field. This includes system configuration, prior modifications, and operational constraints. Their involvement provides continuity of design intent and reduces the risk of errors, delays, and rework during construction.
