Edward Jordan is named as Director of General Services. - Requested service: A facility alternatives study covering current operations and demand, future needs, space and equipment requirements, feasibility, regulatory considerations, risks, schedule, and capital and operating costs. - Alternatives to assess: Continue leasing and upgrade the existing Broadway facility; renovate or reconfigure existing hospital morgue space, including space associated with Westchester Medical Center; construct a new facility at Golden Hill, the County Health Department site, or another feasible County-controlled location; and purchase and renovate an existing building. - Expected results: Compare the alternatives, recommend a preferred option, and provide an implementation roadmap. Deliverables include needs forecasts, functional programs, equipment requirements, site and alternatives assessments, financial analysis, study reports, and an executive presentation. - Potential follow-on work: If separately authorized, the consultant may provide design, equipment planning, cost estimating, permitting, procurement and construction support, and transition and occupancy assistance. - OEMs and products: No product manufacturers, OEMs, or product purchases, quantities, or part numbers are specified. Westchester Medical Center is identified as an existing forensic pathology services and facility counterpart, not as an OEM.

Description

Ulster County is seeking proposals from qualified architectural, engineering, and facility-planning firms to evaluate alternatives for its long-term morgue and Medical Examiner operations. The study will compare facility options on operational, technical, regulatory, schedule, risk, and financial grounds and recommend a preferred alternative, including the steps needed to advance it. Addendum 1 specifies the alternatives to evaluate: continued use and upgrades of the existing facility, construction of a new facility, and purchase and renovation of an existing building. The County may separately authorize the selected consultant for subsequent design, procurement, and implementation-phase services.
