The Department of State is researching a secure, high-volume system to receive and process passport applications and related services. - Government buyer: U.S. Department of State, Bureau of Consular Affairs, Passport Services (PPT). - Requirement: Application Processing System (APS) services for passport application intake, data capture, scanning, fee processing, reporting, and physical and electronic dispatch. No commercial products, part numbers, or fixed contract quantities are specified. - Named OEMs and vendors: No OEMs or contractor vendors are identified. USPS is referenced for mail delivery, and the U.S. Treasury is referenced for fee deposits. - Operational requirements: Generally process applications within 24 hours; retrieve mail within four hours of USPS availability; deposit fees on the same calendar day as processing; and generally deliver outbound materials by the next business day. Provide secure, redundant U.S. facilities, shipment tracking, auditable records, quality controls, and performance reporting. Physical delivery to San Juan and Honolulu is not required. - Specialized work: Includes special-issuance and military-fee passports, naturalization ceremony applications, vital records, authentications, and passport revocations. Annual planning volumes include approximately 195,000 expanded special-issuance applications, 30,000 vital-records applications, 70,000 authentications applications, and up to 50,000 revoked passports. - Additional capabilities: Future-state electronic payment collection and support for online DS-11, DS-82, and DS-5504 applications, including linking scanned citizenship evidence to digital application records. - This is market research for a planned requirement, not an award or formal product purchase.
