Clemson University is seeking a managed secure research environment for federally sponsored work involving controlled and restricted information. - Buyer: Clemson University; no sub-agency or procurement office is identified. - Named OEMs: Microsoft is required for Microsoft 365 GCC High capabilities, including Teams and secure file collaboration. Citrix is identified as part of the existing enclave environment relevant to the takeover alternative. - Phase 1 secure enclave: Offer either or both separately priced alternatives: Phase 1A, a new enclave, or Phase 1B, transition and management of Clemson’s existing Granite environment. Clemson will select one alternative. The environment must provide secure Windows and Linux virtual workspaces, identity and access management, secure working storage, managed security and compliance, research software installation and configuration, assessment readiness, and user support. - Users and certification: Planning assumes approximately 50 research users, with administrative access for 27 Clemson personnel addressed separately. The environment must achieve Final CMMC Level 2 certification following a third-party assessment and support Clemson’s affirmation. - Optional services: Phase 2 may integrate Clemson-owned on-premises HPC clusters and large-scale storage. Data must be able to move over Clemson network pathways without large research datasets traversing the cloud. Separately priced optional management of Clemson’s on-premises non-HPC enclave infrastructure may also be proposed. - Research areas: Supported work includes autonomy, robotics, AI/ML, digital engineering, hypersonics, advanced materials and thermal protection, lasers, and directed energy. - Notable qualifications and deliverables: The offeror must have supported at least three customer environments that achieved Final CMMC Level 2 after third-party assessment and provide three references for work it performed. The technical proposal must allocate all 320 NIST SP 800-171 Rev. 2 assessment objectives across the offeror, Clemson, or shared responsibility, and explain Clemson’s retained responsibilities.

Description

Clemson University seeks a managed, secure research environment and related security and compliance services for federally sponsored research involving CUI, CTI, export-controlled information, and other restricted research information. The work includes secure enclave operations, security operations, compliance support, assessment readiness, and user support, supporting research areas such as autonomy, robotics, AI/ML, digital engineering, hypersonics, advanced materials, lasers, and directed energy. Offerors may propose either a new enclave (Phase 1a) or a takeover of Clemson Granite (Phase 1b); Clemson may award either alternative. Optional Phase 2 pricing is also required for potential integration with Clemson-owned on-premises HPC and storage.
