F-35 JPO Enterprise Data Science, Cloud Data, and Analytics Support RFI

The Department of the Navy’s Naval Air Systems Command (NAVAIR), through the F-35 Joint Program Office (JPO) Directorate of Enterprise Services Acquisition, is seeking market information on enterprise data science and analytics support. - Opportunity: RFI for integrated enterprise data science and analytics services supporting the F-35 JPO; no hardware or product line items are specified. - OEMs and named technology platforms: AWS GovCloud, Microsoft Azure Government, Snowflake Government, Docker, Kubernetes/OpenShift, Tableau, Power BI, and Looker. Associated manufacturers/providers include Amazon Web Services, Microsoft, Snowflake, Docker, Red Hat, Salesforce, and Google. - Services requested: - Data science, machine learning, and optimization, including predictive maintenance, readiness forecasting, and supply-chain optimization. - Secure cloud data architecture, data modeling, ETL/ELT pipelines, DataOps, governance, data quality, metadata, and lineage. - Business intelligence, recurring and ad-hoc analysis, dashboards, reports, and executive data storytelling. - Program coordination, performance reporting, technical documentation, knowledge transfer, and transition support. - Planning workload: 2–3 concurrent data-science initiatives and approximately 6–7 solutions annually; 3–4 concurrent high-visibility dashboard suites and approximately 5–6 production dashboards or reports annually. These are planning estimates, not priced line-item quantities. - Notable requirements: Active Top Secret-cleared personnel; a U.S.-owned, U.S.-headquartered company; work in Government-approved secure environments; minimum 98% data completeness, accuracy, and consistency; standard dashboard views loading in under 5 seconds; and emphasis on cybersecurity, accessibility, documentation, and measurable quality. - Performance period: One 12-month base period plus four 12-month option periods, for up to five years.
