Lenel OnGuard Regional Electronic Security System Maintenance and Sustainment

NAVSUP Fleet Logistics Center Jacksonville is seeking contractor support for its regional electronic security system across multiple southeastern U.S. sites. - Government buyer: Department of the Navy, NAVSUP Fleet Logistics Center Jacksonville (FLCJ), FLCJ Security Department. - OEM: Lenel — the installed system is Lenel OnGuard. The contractor must be a Lenel-authorized value-added reseller (VAR) and provide Lenel-certified technicians. - Requested support includes preventive and emergency/non-emergency maintenance, repairs and replacement parts, system upgrades, software support, installation and removal, site surveys, project management, training, testing, and reporting. - Supported equipment includes access-control readers, cameras, video encoders, locksets, electronic key boxes, motion sensors, controllers, and compatible intrusion-detection components. No specific product models, part numbers, or equipment quantities are identified. - Preventive maintenance is required twice annually. Emergency response requirements are one hour for telephone troubleshooting and 24 hours for onsite coverage; non-emergency service requires one-day telephone troubleshooting and onsite coverage within five business days. - Repair parts must be compatible, coordinated with the COR before ordering, and include at least a one-year warranty. Monthly service and inventory reporting is required; diagrams for components worked on must be submitted in Microsoft Visio format. - Software updates are coordinated with NAVSUP BSCJ and FLCJ Security and installed under NAVSUP BSCJ supervision; the contractor does not receive administrative access or configuration control.

THE OBJECTIVE OF THIS REQUIREMENT IS TO OBTAIN CONTRACTOR SUPPORT TO SUSTAIN TECHNICAL REFRESHMENT, PROGRAM MANAGEMENT, LICENSE MAINTENANCE, HARDWARE DEVICES, EQUIPMENT, MATERIALS, TRAINING, PROGRAMMING, TESTING, SYSTEM INSTALLATION/REMOVAL, CONNECTION, AND ALL AFFILIATED SERVICES ASSOCIATED WITH THE NAVSUP FLCJ REGIONAL ELECTRONIC SECURITY SYSTEM. 

FLEET LOGISTICS CENTER JACKSONVILLE, FLORIDA (FLCJ), UTILIZES MULTIPLE SEGMENTS OF A DISTRIBUTED LENEL ONGUARD INSTALLATION TO SUPPORT ELECTRONIC SECURITY OPERATIONS ACROSS SEVERAL DETACHMENTS IN THE SOUTHEASTERN UNITED STATES. THE SYSTEM SUPPORTS NETWORKED ACCESS CONTROL, SURVEILLANCE, MONITORING, AND RELATED COMPONENTS, INCLUDING CAMERAS, NETWORK VIDEO RECORDERS, CARD READERS, INTERCOM SYSTEMS, ELECTRONIC KEY CONTROL, AND CONTROLLER BOARDS.  THE CONTRACTOR WILL PROVIDE ALL PERSONNEL, TOOLS, PARTS, AND EQUIPMENT REQUIRED TO PERFORM MAINTENANCE, INSTALLS, OR REMOVAL OF GEAR WHEN REQUESTED. THE REQUIRED SERVICES WILL BE UTILIZED IN DIRECT SUPPORT OF THE FLCJ SECURITY DEPARTMENT MISSION IN ENSURING THE SAFETY AND SECURITY OF ALL FLCJ EMPLOYEES AND ASSETS WITHIN THE SOUTHEAST REGION OF THE UNITED STATES.
