NOAA Coast Pilot Production System Maintenance, Upgrades, and Support

NOAA is seeking market information on multi-year maintenance and modernization support for its Coast Pilot Production System (CPPS). - Government buyer: U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coast Survey (OCS); NOAA’s Eastern Acquisition Division is conducting the market research. - Procurement status: Sources Sought market research for CPPS maintenance and support, not a product purchase or an issued solicitation. - Requested service: One base year of CPPS upgrades, maintenance, and support, with four option years. Support includes system development and utilities, fault analysis, testing, debugging, upgrades, implementation, operational support, and technical support. - System and technologies: Support the production system used by Coast Pilot staff to maintain ten volumes. Named technologies include Microsoft .NET, Bootstrap, CK Editor, and Adobe InDesign Server; updates to .NET, Bootstrap, and CK Editor are required within 12 months of award. The work also includes maintenance of NOAA database, security software, and desktop operating systems. - Service requirements: Maintain system stability, minimize downtime, follow NOAA IT security directives, and support weekly Coast Pilot production. Provide weekday business-hours telephone and email support, respond promptly to production outages or data corruption, and provide documentation, knowledge transfer, training if required, progress reviews, acceptance-testing support, and monthly activity reports. - OEMs named: Microsoft and Adobe. Bootstrap and CK Editor are named technologies; no separate vendor is identified for them. No service contractor or reseller is named. - Products and quantities: No separate product purchases or product quantities are specified.

This Sources Sought Notice is for market research purposes only. The National Oceanic and Atmospheric Administration (NOAA) Office of Coast Survey (OCS) is continuing an effort aimed at modernizing the Coast Pilot including on-line weekly updating of files, expanding sources of content, improving the quality of content, data sharing with other trusted sources and adding more display modalities and output formats. The Government requires Coast Pilot Production System maintenance and support.
