On-call rural Alaska water and wastewater utility emergency assistance

The State of Alaska is seeking on-call technical assistance and emergency-response capacity for rural drinking-water and wastewater utilities. - Government buyer: State of Alaska Department of Environmental Conservation (DEC), Division of Water (DOW), Division of Administrative Services; work is statewide. - Services requested: Emergency technical assistance, disaster recovery, infrastructure restoration, utility assessment, troubleshooting, and general response readiness. No products, part numbers, or fixed quantities are specified. - Emergency capabilities: Contractors must be able to mobilize within 24 hours and operate self-sufficiently in remote locations. Work may include restoring power and sanitation operations, emergency disinfection and water-quality monitoring, temporary operating solutions, repairs, facility restart, and wastewater spill remediation. - Resources and responsibilities: Contractors provide qualified personnel, transportation, communications, lodging, logistics, site supervision, equipment, and supplies. Potential equipment includes generators, pumps, hoses, valves, fittings, repair and sampling equipment, testing tools, PPE, and cold-weather gear. Safety planning, personnel training, equipment and waste management, and response documentation are also required. - Contract structure: The initial contract is no-cost and provides on-call capacity beyond DEC’s Remote Maintenance Worker Program. Individual assignments are separately scoped, authorized, and compensated through task-specific requests and Notices to Proceed. - OEMs and vendors: No OEMs, manufacturers, or vendors are named in the available materials.

Description

The Department of Environmental Conservation, Division of Water, is requesting proposals from qualified professionals to provide on-site technical assistance and emergency response support to water and wastewater utilities in rural Alaska. The solicitation covers professional services statewide. Proposals are due by 1:00 p.m. AKST on November 16, 2026; late proposals will not be considered. Contract issuance is anticipated approximately the week of December 14, 2026.
