North Carolina is seeking multiple vendors for statewide access to vendor-owned generative AI models, platforms, and related services. - Government buyer: State of North Carolina Department of Information Technology (NCDIT), through the Statewide IT Procurement Office (SITPO). - OEMs and vendors: No commercial OEMs, vendors, or specific products are named. Offerors must own the Frontier Models included in their platforms and API services; third-party offers based on another company’s models are ineligible. Approved resellers or distributors may fulfill orders under the resulting contract. - Products requested: - Enterprise GenAI platform subscriptions, priced annually; cost forms show one platform per year, but the actual purchasing quantity is not specified or guaranteed. - Secure, consumption-based access to vendors’ own Frontier Model APIs; vendors define the consumption units. - Annual GenAI user licenses priced for bands of 1–10,000, 10,001–20,000, 20,001–50,000, and more than 50,001 users. These are pricing tiers, not committed quantities. - Services requested: Implementation and integration; agency readiness and onboarding; adoption support, AI literacy, and role-based user and developer training; use-case selection and deployment; support; technical advisory and solution architecture; and operations and maintenance education. One-time onboarding may include platform setup, training, and deployment of an initial use case. Hourly implementation rates are requested by role. - Notable requirements: Vendors must provide applicable GovRAMP or FedRAMP authorization documentation and identify each offering’s name, SKU or model number, authorization level, and hosting environment. Proposals must address security, data protection, responsible AI, and accessibility. Systems handling State or federal data are generally required to be located in the United States. The opportunity is indefinite-quantity, and purchases and usage are not guaranteed. - Pricing structure: Cost schedules request annual platform and license pricing, consumption-based API pricing, support costs, one-time onboarding and implementation prices, and not-to-exceed hourly implementation rates. Pricing covers three initial years and two optional years.
