Florida is seeking an independent accounting firm to audit its prepaid college and ABLE programs and provide related accounting advice. - Government buyer: State Board of Administration (SBA), through the Florida Prepaid College Board, an agency of the State of Florida; the Board is based in Tallahassee, Leon County. - Organizations covered: Florida Prepaid College Board and its Prepaid and Savings Programs; Stanley G. Tate Florida Prepaid College Foundation, Inc.; and Florida ABLE, Inc. (ABLE United). - OEMs and vendors: No product manufacturers, OEMs, or prospective audit firms are named in the solicitation. - Requested services: Annual financial statement audits for each of the three organizations, including audit opinions and internal-control reporting. ABLE United’s audit also includes a Florida state single audit and required reports and schedules. - Audit and staffing requirements: Perform audits under applicable U.S. generally accepted auditing standards and Government Auditing Standards, with opinions addressing conformity to U.S. GAAP. The engagement partner must hold an active CPA license; relevant governmental or nonprofit audit experience is sought. - Additional work: Special financial, accounting, and auditing consultation and advisory services may include accounting guidance, reporting-process evaluations, efficiency recommendations, standards implementation support, training, and technical resources. Advisory work must preserve auditor independence and be separately authorized. - Notable requirements: The contract materials call for U.S.-based handling of Board data unless approved otherwise, security controls, incident notification within 24 hours, and restrictions on using Board information with AI. Description

The Florida Prepaid College Board is seeking audit and accounting services for its Prepaid and Savings Plans, the Stanley G. Tate Florida Prepaid College Foundation, Inc., and Florida ABLE, Inc. (ABLE United). Scope includes annual financial statement audits, opinions on the statements, reports on internal controls, and a state single audit for ABLE United, along with special financial, accounting, and auditing consultation and advisory services while maintaining independence. Audits cover entities with June 30 fiscal year-ends, and reports are due by November 30 following the audited fiscal year, subject to any applicable legal deadlines. The contract begins with the June 30, 2027 fiscal year-end.
