The U.S. Air Force is conducting market research for depot-level testing and repair of the F-15E Flat Panel Multipurpose Display (FPMPD). - Government buyer: U.S. Department of the Air Force, Air Force Materiel Command, Air Force Sustainment Center, FA8538 AFSC PZAAB. - Requested service: Depot-level testing and repair of the FPMPD, Part Number 114000-39, NSN 1270-01-673-7123FX; no repair quantity is specified. - OEM: Collins Aerospace is identified as the display manufacturer and the only known repair source. The Government says the required proprietary technical data and rights are unavailable, and evaluation samples are not available. - The contractor must provide materials, support equipment, tools, test equipment, calibration, engineering support, and resolution of obsolete-parts issues. It must also investigate Deficiency Reports and Material Improvement Projects. - Repaired displays must meet Collins Aerospace drawing 114000 and applicable USAF technical requirements, including power, functional, physical, form, fit, and interface requirements. Replacement materials and parts must meet or exceed original quality.

REQUEST FOR INFORMATION: F-15E Flat Panel Multipurpose Display (FPMPD)

The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements to purchase the F-15E Flat Panel Multipurpose Display (FPMPD) Repair Service. The National Stock Numbers (NSN) and Part Numbers (PN) are as follows: Part Number 114000-39, NSN: 1270-01-673-7123FX

The FPMPD is currently manufactured by Collins Aerospace (CAGE Code 09344 / 84T51), which is the original equipment manufacturer (OEM) and developer. The Repair Method Code / Repair Method Suffix Code (RMC/RMSC) for the FPMPD is R4/R, meaning that repair is restricted to the actual manufacturer (OEM) because of unique capabilities, specialized tooling, test equipment, or proprietary technical data, and the rights to use the data needed to repair this part are not owned by the Government and cannot be purchased or otherwise obtained.

The technical data required to organically repair or compete the repair is not owned by the Government, and is uneconomical to acquire the data by purchase or to reverse engineer the item. No samples are available for potential suppliers to evaluate.

Contractor shall furnish all material, support equipment, tools, test equipment, and services.  The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility.  Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.

Collins Aerospace is the manufacturer of the FPMPD and the known sole source contractor for repair of this item. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.  The government will not reimburse participants for any expenses associated with their participation in this survey.
