The Illinois Department of Human Services is seeking brand-specific rooftop walkway pads and installation at its Rushville Treatment and Detention Facility. - Government buyer: Illinois Department of Human Services (IDHS), Mental Health Department; Treatment and Detention Facility in Rushville, Illinois. - Specified OEMs: Versico for approximately 1,600 feet of walkway on tan TPO roofs and Firestone for approximately 400 feet on the Gamma housing unit roof. Substitutions are not allowed. - Product requirements: Approximately 2,000 linear feet total; pads must be 34 inches wide, at least 150 mil thick, with raised diamond-plate tread and safety-yellow edges if available. Products must meet applicable ASTM standards. - Installation: Prepare and install the pads according to manufacturer requirements. The installer must be approved by Versico and/or Firestone. - Self-performance: The prime vendor must perform at least 51% of the contract work with its own organization. Qualifying workers must be permanent, full-time W-2 employees who have worked for and been paid by the prime for at least 30 consecutive days before bid submission; temporary, agency, and 1099 labor do not qualify. - Other requirements: Comply with applicable Illinois prevailing-wage and safety requirements, facility security and traffic rules, and any applicable Illinois-labor requirements.

The Illinois Department of Human Services seeks installation of approximately 2,000 feet of anti-slip pads on rooftop walkways at the Treatment & Detention Facility in Rushville, Illinois. The work covers approximately 1,600 feet of existing tan TPO roofing and 400 feet of existing white EPDM roofing; Firestone pads are required for the Gamma housing unit roof and Versico pads for all other facility roofs, with no substitutions. Pads must be 34 inches wide, at least 150 mil thick, have a raised diamond-plate tread pattern, meet applicable ASTM standards, and be installed according to manufacturer specifications by an approved installer. A mandatory on-site pre-bid meeting is scheduled for November 4, 2026, and the project must be completed by June 30, 2027.
