Beloit USD 273 is seeking FY2027 E-Rate proposals for district-wide internet connectivity and upgrades to its school network. - Government buyer: Beloit USD 273, a Kansas public school district, serving the District Office, Elementary School, and Jr.-Sr. High School; the fiber connection requirement also identifies the Board Office. - Named OEMs: Hewlett Packard / HP Aruba and Fortinet. Equivalent products are permitted for specified items. - Category 1 connectivity: Approximately one 2 Gbps internet connection, scalable to 10 Gbps, for two buildings; one 1 Gbps District Office connection; district-wide data transmission from 1–100 Gbps; and proposals for leased dark fiber, leased lit fiber, a self-provisioned network, or service over a third-party network. Network maintenance and operations and two Category 1 network equipment units are also requested. - Fiber and network requirements: Provide at least 10 Gbps between the Jr.-Sr. High School and Board Office, with capacity to scale. Dark-fiber proposals may cover 1–12 strands; a self-provisioned fiber proposal should include a 12-strand single-mode option. Include design, equipment, installation, configuration, testing, and documentation as applicable. - Category 2 equipment: About 10,030 feet of cabling; switches, 10G SFP modules, Wi-Fi 6 or 7 access points, wireless controllers, racks or access-point mounts, and firewall-related equipment, licenses, and services. Quantities and part numbers are listed below. - Existing equipment and services: Requests include one-year licensing for the Fortinet firewall and identified HP switches and access points, eligible hardware maintenance, and managed internal broadband services for leased and existing equipment. Installation, activation, initial configuration, and applicable support are requested for equipment items. - Notable technical requirements: Proposals should identify equipment models and costs; equivalents must demonstrate compatibility. Installation requirements include labeling, certified installation where applicable, and on-site training for specified components. Separate one-time construction costs from recurring charges where applicable; identify ineligible costs.

Category 1 scope includes internet access and data transmission services, including leased dark or lit fiber, self-provisioned networks, and related maintenance and equipment. Category 2 scope includes cabling, switches, wireless access points and controllers, racks, firewall services, software and licenses, basic maintenance, and managed internal broadband services.
