Harbor Pilot Transportation Services for Naval Station Rota and the Bay of Cadiz

The U.S. Navy is seeking harbor pilot transportation services for Naval Station Rota and the Bay of Cadiz. - Government buyer: U.S. Department of the Navy, through Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Rota; service location is Naval Station Rota, Spain, and the Bay of Cadiz. - Requested service: 24/7/365 transportation of harbor pilots to and from vessels underway, using contractor-furnished pilot boats. - Contractor must provide at least two oceangoing vessels, each at least 45 feet long, capable of exceeding 20 knots and carrying at least 10 people, with qualified and trained crews. - Service line items: - ELIN XA — Standard Pilot Transport: Transport a pilot to an inbound vessel or recover a pilot from an outbound vessel and return the pilot to Naval Station Harbor. - ELIN XB — Government Cancellation Fee: Applies when the required notice is not provided: at least 60 minutes before an inbound pilot pick-up or at least 30 minutes before an outbound vessel’s scheduled underway time. - ELIN XC — Consecutive-Service Discount: Fixed discount for a subsequent pilot transfer beginning within one hour of the preceding transfer. - ELIN XD — Government-Caused Delay Fee: Hourly fee for delays exceeding 30 minutes beyond the scheduled start; partial hours count as whole hours. If the transfer is canceled during the delay, both delay and cancellation fees apply. - OEMs and vendors: No OEMs, vendors, or specific boat manufacturers are named. - Quantities: No number of trips or service units is specified. The contractor must supply at least two qualifying pilot boats. - Period of performance: Five-year ordering period beginning at contract award; services are required year-round, including weekends and U.S. and Spanish holidays.

The Department of the Navy, Naval Supply Systems Command (NAVSUP) FLC Rota, Spain contracting office is seeking  responsible contractor for Pilot Transportation Services. The Place of Performance is Naval Station Rota, Spain and within the Bay of Cadiz. The period of performance is a 5-year ordering period. See attached draft Performance Work Statement for additional information. You are invited to submit a capabilities statement (not to exceed three pages) that demonstrates your company’s capability to provide such services. Identify, by contract number, any past or current contracts and/or subcontracts that were awarded to your firm, period of performance, contract type, contract amount, and points of contact for any customer references.
